When you install the game on the new device of the same platform, you need to link it to your same Google Play or Apple account. If you don't get a prompt when you link to load your previous saved data, you should try to unlink from the settings screen and then relink.

If the synchronization fails, try to delete the game on the device with less progress, clear the app cash (Android: be sure you have the latest version of the Google Play Games app and logged in), and the Google Play or Apple account used on both devices is the same. Then, install the game, and the progress should be synced.
