It is a known issue that even though Keb & Bab apply Burning on themselves and and then use Ability 2, they redistribute them among enemies, it is not being counted in Battle Pass quests.

We are aware of this bug, and are already working on a fix. Meanwhile, we recommend you to choose any other hero who can apply this debuff.
